Pastor Wayne Buggs serves at Mt. Sinai Baptist Church in Choudrant, LA and Antioch Baptist Church in Monroe, LA. A proud US Army veteran, he is also a seasoned financial literacy educator, insurance broker, and professional CDL driver with 26 years of experience. His passion for uniting our diverse expertise and resources to uplift the community is what inspired him to join the Coalition.

Serving as the Pastor of Antioch Baptist Church in Homer, LA, and as Regional Vice President with Primerica, I blend spiritual leadership with entrepreneurial spirit. A proud graduate of Grambling State University and a serial entrepreneur, I am committed to empowering our community. I joined the Coalition to share essential insights with the next generation—equipping them with knowledge that ignites potential and transforms lives.
Patricia Mims-Brooks

I started my career as an Executive Assistant for Fortune 500 companies, which gave me a strong foundation in professionalism and organization. Over the past 36 years, I’ve had the privilege of volunteering as the President of the Dallas Urban League Guild, working tirelessly to uplift our community.
Now, as Vice President of Brooks Insurance Broker, LLC, I bring my experience and passion to every project I undertake. What truly drives me is the belief that our future depends on nurturing the next generation. I joined the Coalition because I’m dedicated to developing our children’s leadership skills, empowering them to become the innovative, resilient leaders our community needs for a brighter tomorrow.
Troy Brooks, Sr.
TREASURER
I bring a diverse background to our coalition, having served as a Regions Bank Manager and as an ROTC instructor at Alcorn State University, along with being a proud US Army veteran.
With over 25 years of experience as a licensed insurance agent, I now lead Brooks Insurance Brokers, LLC as President. My career has been driven by a commitment to service and a deep belief in community redevelopment. I joined the Coalition because I’m passionate about educating our constituents and providing them with the tools and resources they need for a better, more empowered life.
Through collaboration and shared expertise, I believe we can transform our community and create lasting change for everyone.
Pastor Edward Smith

Pastor Edward Smith
Edward Smith is a dedicated educator with 25 years of experience and an Associate Minister at Mount Pilgrim Baptist Church in Lake Charles, LA. A native of Ruston, LA, he holds a Master's degree in Curriculum and Instruction, showcasing his commitment to both education and community. Edward is married with two daughters, and he actively serves as the President of the Board of Directors for the Lincoln United Community Coalition, where he works to empower and uplift his community. With a passion for teaching, ministry, and service, Edward continues to make a significant impact on those around him.
Regina Buggs
BOARD SECRETARY
A GSU Alumni, Special Education Teacher at Lincoln Preparatory School, Youth Advocate for her church and the community for the last 28 years, Mrs. Buggs brings a wealth of experience in relations to youth excelling academically and culturally. She served as the Youth Chairperson for two years in the late 90's for the California's San Fernando Valley NAACP's Academic, Cultural, Technological, & Scientific Olympics (ACT-SO) which was a platform that promoted gifted youth in various areas and allow them to compete nationally for scholarships. She also developed a programs for the Youth Centers in CA and the New Hampshire Boys and Girls Club that exposed students to the world of Theatrical Arts.
As one of the LUCC's Education Coordinators her role is to provide a space for youth in the Lincoln Parish Community to address the epidemic of youth not reading on grade level by the 3rd Grade. We are not just addressing Reading, but incorporating Writing and Math in the equation and preparing our children annually for all standardized required tests. This Literacy Mission is open for all grades K-12th and our hopes is to become the academic beacon of light for all communities.

Sumler
Pastor Julius Sumler, a Monroe native, has been a cornerstone of New Rocky Valley Baptist Church in Grambling, LA since his installation in 2002. A Wiley College graduate with a Master’s in Religion from B.M.A. Theological Seminary, he is known for his dynamic preaching and teaching that emphasize sound doctrine and practical evangelism. His leadership has spurred church growth and fostered strong community connections through various outreach and educational initiatives. Additionally, Pastor Sumler plays an active role in regional religious organizations, reflecting his deep commitment to faith, education, and community service.

Juan Hooper is a passionate educational leader dedicated to empowering students and enhancing community engagement in Grambling, LA. With over a decade of experience in education, he has crafted innovative programs that promote academic excellence and lifelong learning. A proud graduate of Louisiana Tech University and Grambling State University, Juan believes in the power of collaboration between educators, students, and community partners. In his role as Director of Education, he works tirelessly to create enriching learning environments and foster opportunities that help every individual reach their full potential.
Deacon Tommie Woods
FINANCIAL SECRETARY
For the past 36 years, I've proudly served as a career fireman, steadily rising through the ranks from a basic firefighter to a skilled paramedic, a dedicated driver, and eventually to leadership roles as Assistant Chief and Chief. This journey has taught me invaluable lessons in resilience, teamwork, and commitment to service.
Now, I channel my passion and experience into guiding young adults as they transition from high school to the next chapter of their lives. I believe that the principles and values I’ve honed on the job—courage, discipline, and a deep sense of community—are exactly what our youth need to build a successful future.
I'm honored to join the Coalition, where I can share my insights and support, helping young people take confident steps toward achieving their dreams and realizing their potential.
